Hybrids: the total power of the gasoline-electric power plant includes the power of the internal combustion engine in hp plus the peak power of one or more electric motors, which they are able to develop for 30 minutes.
Electric vehicles: the combined maximum 30-minute peak power of one or more electric motors is taken into account.
Both the maximum power and the maximum 30-minute power are specified in the Electronic Vehicle Passport (EVP).
This is why owning electric cars and hybrids is so favorable compared to internal combustion engine vehicles: with high power, we get reasonable tax rates.
